Can I still get my license?

So, I got my first posession ticket for having pot sometime in May 2010. I took cles and it's cleared off my record. Than, I got my second ticket for paraphernellia on November 5th 2010. I just went to court today and have a fine to pay. Than I got a 3rd ticket. It was an MIP for Alcohol. I blew a .034 on new years eve. I'm supposed to be taking alcohol cles for that so it get cleared off my record. Someone told me that if you've gotten charged 3 times for possession before your 25 you can't get your license at all. like NEVER. Than someone told me that you can't get it before your 21. And I'm 15 turning 16 feb 3rd. I also heard you can't get it till you 18 because that's when your record is clear. Sooo, I wanna know the correct answer to my question please and thank you! :) And please don't judge me by this. Just answer whats asked.
