Why does my parakeet have red on her feathers?

I have two parakeets (Peittie & Charlie) and one of them has red on the feathers on her head. She has had the redness for only two days and it doesn't seem like it has changed. I thought it might be red dye from one of her toys but I can't tell for sure so it might be something worse. She is very nervous but that might just be because she is molting. She doesn't seem to be chirping and squawking as much and she doesn't fly around my room as often anymore. She didn't want to take bath today which isn't normal for her. I'm not sure whats wrong with her because she hasn't moved and nothing like this has happened before.
