Why does Bush get credit for not being able to read his teleprompter?

Not only did Bush use teleprompters all the time, but he STILL managed to fill several volumes with idiotic quotes and mangled sentences...am I to understand that Obama's use of a teleprompter is laughable BECAUSE he can actually make it through a speech written in English?
