When certain breaker on, house is electrically charged.?
Ok the neu is usually tied to the gnd at the main box.I don't understand what you have but if everything is off inside and unplugged then a wire is crossed.The easiest way to find it is to go to the meter box,put your volt meter on your(wrongly hot) neutral and turn off all the breakers one at a time.When the hot neutral gos cold you have just found the breaker whose load is causing the problem.Leave it off and turn the other breakers on one at a time to see that none of the other breakers cause a problem. So that when your done one breaker should be off.Now go see what outlets/lights/etc it feeds
